Who We Are

We are engineers, economists, accountants, analysts and management consultants that bring a broad range of practical experience to finding and implementing solutions to a diverse set of interesting challenges in the energy and water utilities and technology space.  Our multi-disciplinary approach examines a problem from many different perspectives and provides solutions that balance different and often competing interests.  The projects that we have taken on have been as diverse as undertaking a market assessment for an alternative energy startup, to advising regulatory panels on decisions regarding market power assessments and electric utility rate making.  We thrive on resolving unique and hard to define problems.

People

Alfred (Al) Kleinschmidt, President

Al Kleinschmidt has over 25 years of experience in the utility and technology sector.  After a number of years in product research and development in Switzerland, Al returned to Vancouver and took on the challenge of implementing and later administering the supervisory control and data acquisition (SCADA) system controlling 5,400 kilometres of Spectra Energy’s natural gas gathering and transmission pipeline in British Columbia.

In 2000, Al set off in a new direction and became a regulatory analyst, also with Spectra Energy.  In this role, he developed and maintained pricing models for natural gas transportation services, and undertook competitive analyses of the regulated pipeline sector in Canada.

Al formed Boreas Consulting Ltd. after leaving Spectra Energy in 2002 and continues to focus on a broad scope of projects for energy and municipal utilities, as well as for the energy technology and carbon measurement sectors.

Al is a Professional Engineer and holds a Masters of Applied Science in engineering physics from the University of British Columbia as well as a Masters of Business Administration from Simon Fraser University.  He applies the engineering discipline’s structured approach to problems in the business and regulatory world.
